Architecture contract

COMPLETE(task) holds when acceptance criteria are satisfied, required verifications pass, no blocking failure is unresolved, required artifacts exist, policy obligations are met, and the completion evidence points to durable receipts. Verification results are PASS, FAIL, INCONCLUSIVE or ERROR. INCONCLUSIVE is never PASS. A deterministic verifier outranks a semantic one, and a verifier’s score is evidence, not proof. Precedence runs deterministic, specialist semantic, stronger judge, human. A judge that fails, times out or lacks calibration fails closed to a human.

Current implementation

On main, completion of agency-origin work is owned by the verifier: a builder proposes, verifiers and people supply evidence, and the system performs the close. Non-agency work keeps its existing close path.
