Architecture contract

Choose the kind (parse, format, lint, typecheck, unit test, integration test, build, semantic rule, requirement, security, regression, diff review or human). Return PASS, FAIL, INCONCLUSIVE or ERROR, evidence references, whether you are deterministic and whether a retry can help. INCONCLUSIVE is never PASS. Deterministic verifiers outrank semantic ones.
